人類よ、いまこそ未来を選べ。
第四次産業革命以降、人工知能や自律ロボット、兵器システムは「判断し、行動し、破壊する力」を獲得しつつある。この新たな段階では、わたしたちが選ぶ思考体系と価値観が、文明の存続を左右する。
私はここに、「非戦論」を人類の共通哲学とすることを宣言する。ただし、その実践には段階と成熟が不可欠である。
第1章：現代の危機と戦争
戦争はすでに古典的な兵力対立だけではない。核兵器、サイバー攻撃、AI兵器、経済制裁、情報戦、環境破壊――これらすべてが戦争の現代形態である。これらは、国境を越えて市民の生活を脅かし、地球全体を危機に導く。特に、核兵器の存在は、戦争を局所から全体的破滅へと直結させた。ゆえに、わたしたちは戦争を選択の範囲から排除しなければならない。
第2章：思想の根本転回 ― 包括的一元論
私はこう主張する：根源的には、すべては一つである。すべての存在は相互に依存し、生成しあい、消滅しあう。その意味で、他者を敵とする思考は根本から矛盾している。この視座を「包含的一元論」と呼びたい。だが、包含的一元論とは、一元論の強制でも、差異や個性の否定でもない。むしろ、差異・多様性・個別性を包含しながら、根源における相互関係・共生を見据える思考である。
第3章：非戦の倫理と政策的枠組み
非戦思想をただ語るだけでは足りない。以下の方向性を掲げる：
1. 軍縮と非軍事転換核兵器・大量破壊兵器の全面禁止。軍事費の段階的削減。残余資源の社会インフラ（医療・教育・福祉・気候変動対策）への転換。
2. 国際安全保障制度の再構築
抑止力や集団防衛を前提とする旧来の枠組みを超え、非軍事的安全保障、紛争予防・解消制度、恒久中立や無軍備地帯など多様な安全設計を取り込む。
3. 教育と市民倫理の革新
非戦・共生・相互依存を基盤とする教育を幼少期から組み込む。対立や分断に陥らない対話型思考と共感力を育成。
4. 技術と科学の方向性転換
AI・量子技術・バイオ技術を、破壊の手段ではなく、調和・共生・環境修復に向けて設計・運用する倫理ガバナンス制度を設立。
5. 紛争解決と和解の構想
武力を用いずに争いを解決する枠組みを強化。国際仲裁・調停・補償・謝罪・修復的正義などを制度化。対立を「絶滅すべきもの」ではなく「変換すべきエネルギー」として扱う。
結びに：人類文明の選択
戦争は選択肢ではない。
非戦は理想主義ではなく、生存のための必然である。わたしたちは、この惑星という奇跡を後代に手渡す責任を負っている。今こそ、立ち上がろう。
世界の人々よ、非戦をともに選ぼう。この宣言が、未来への道しるべとなることを。

People of the world, now is the time to choose the future.
In the era of the Fourth Industrial Revolution, artificial intelligence, autonomous robots, and weapon systems are acquiring the power to judge, act, and destroy. In this new phase, the mode of thought and values we adopt will determine whether civilization endures.
Here, I present “Non-War” as humanity’s shared philosophy — but its implementation must proceed in stages and with maturity.
Chapter 1: The Crisis of Our Time and War
War today is no longer mere conventional force-on-force conflict.
Nuclear weapons, cyberattacks, AI weaponry, economic sanctions, information warfare, environmental devastation — these are the modern forms of war.
They cross borders, menacing the lives of civilians and threatening the entire planet.
Especially, the very existence of nuclear weapons links local wars with global extinction.
Therefore, we must remove war from the realm of choice.
Chapter 2: A Fundamental Shift in Thought — Inclusive Monism
I assert this: at the root, all is one.
Every existence depends on one another, co-arises, and co-vanishes.
In that sense, the thought of “other as enemy” is fundamentally contradictory.
I call this perspective “inclusive monism.”
But inclusive monism is not a forced monism or denial of difference or individuation.
Rather, it’s a mode of thought that, while recognizing diversity and individuality, sees them in the context of foundational interdependence and coexistence.
Chapter 3: Non-War Ethics and Policy Framework
It is not enough to speak of non-war — we must institutionalize it. The following directions are necessary:
1. Disarmament & Conversion to Non-Military Sectors
Total prohibition of nuclear and weapons of mass destruction. Gradual reduction of military budgets. Redeploy remaining resources to social infrastructure (healthcare, education, welfare, climate action).
2. Reconstruction of International Security Systems
Moving beyond deterrence and collective defense paradigms, embrace non-military security, preventive diplomacy, conflict-resolution institutions, perpetual neutrality, demilitarized zones, and plural safety designs.
3. Educational & Civic-Ethical Innovation
Embed non-war, coexistence, interdependence from early education. Foster dialogical thinking and empathy that resist division and polarization.
4. Reorienting Science & Technology
Design and govern AI, quantum, biotechnology not for destruction, but for harmony, coexistence, environmental restoration. Establish ethical and governance systems.
5. Conflict Resolution & Reconciliation Design
Strengthen dispute resolution without force. Institutionalize international arbitration, mediation, compensation, apology, restorative justice. Treat conflict not as something to annihilate, but as energy to transform.
In Closing: Civilization’s Crucial Choice
War must never again be a viable option.
Non-War is not idealism, but the imperative of survival.
We carry the responsibility to pass this miracle of a planet to the generations to come.
Now is the time to rise.
People of the world, let us together choose non-war.
